Our Structure

MoveOn is made up of two entities:
the nonprofit MoveOn Civic Action, and the PAC MoveOn Political Action.

MoveOn Civic Action

MoveOn.org Civic Action is a 501(c)(4) nonprofit organization that focuses on education and advocacy, provides civic engagement tools to the public, and builds the progressive movement by encouraging and supporting the development of more grassroots leaders. MoveOn.org Civic Action is home to MoveOn Petitions, our online petition tool that empowers MoveOn members to lead and win their own MoveOn campaigns.

MoveOn Political Action

MoveOn.org Political Action is a federal political action committee (PAC) which primarily helps members elect candidates who reflect our member’s values through a variety of activities aimed at influencing the outcome of elections. We are focused on running powerful progressive advocacy campaigns and demonstrating MoveOn members’ power at the ballot box.

In contrast to most PACs which funnel industry contributions to candidates in exchange for access, MoveOn.org Political Action bundles hundreds of thousands of small donations together to elect progressive candidates who will represent the American people.

A Short History

For more than two decades, MoveOn members have organized and mobilized together, putting our collective people power to work. We have been at the forefront of innovating digital tech to empower ordinary people from all walks of life to make their voices heard.

September 1998

The Clinton Petition

Tech entrepreneurs Joan Blades and Wes Boyd register the MoveOn.org domain and create an online petition about the Clinton impeachment. They email the petition to “Censure President Clinton and Move On to Pressing Issues Facing the Nation” to friends, and within days it receives hundreds of thousands of signatures. For the first time in history, an online petition broke into and helped transform the national conversation.

June 1999

MoveOn Political Action

MoveOn establishes MoveOn Political Action, a political action committee (PAC) that can accept financial contributions online via credit card. MoveOn PAC raises $250,000 within its first five days.

2000

Election Impact

MoveOn launches its first web-based voter registration effort, votepledge.org. While raising over $2 million throughout the 2000 election cycle, MoveOn PAC helps elect four new Senators and five new House members. With a focus on small donors, averaging $35 per donation, MoveOn redefines the landscape of political fundraising.

March 2001

MoveOn’s First Executive Director

In March of 2001, MoveOn partners with Generation Net, an online advocacy organization led by Peter Schurman. Schurman becomes MoveOn’s first executive director. MoveOn spends 2001 prioritizing campaign-finance reform, environmental protection, and the Bush administration’s proposed tax cuts for the wealthy.

Sept 2001–2002

Anti-War Effort

After the attacks on the World Trade Center, MoveOn calls for "justice, not escalating violence” in an online campaign. In 2002, MoveOn runs anti-war campaigns calling for members to send letters to the editor, sign petitions, and donate money in support of anti-war members of congress. MoveOn joins 14 other organizations to form the Win Without War coalition.

2003

Virtual Primary

By early 2003, MoveOn is powered by over 750,000 members. MoveOn hosts its first virtual primary, ahead of the 2004 election. During the virtual primary, over 300,000 members vote, resulting in Howard Dean’s endorsement. This lays the foundation for MoveOn’s modern endorsement structure.

2004

Take Back the White House

In 2004, MoveOn launches the “Take Back the White House” campaign, targeting the Bush administration and Bush’s military record. The campaign includes hosting 1,100 bake sales, engaging with 500,000 volunteers and raising $750,000 for ads.

2006

The Start of Phone Banking

Ahead of the 2006 midterm elections, MoveOn launches Call for Change, a campaign aimed at reaching voters via phone call. Over the course of the campaign, MoveOn places over 7 million calls to registered voters.

February 2008

Presidential Endorsement

In February of 2008, MoveOn announces its endorsement of Barack Obama for president. For the first time, MoveOn endorses a candidate in the presidential election.

December 2014

Run Warren Run

MoveOn launches Run Warren Run, a campaign aimed at encouraging Elizabeth Warren to run for president. Despite this effort, Warren chooses not to run for president, and MoveOn endorses Bernie Sanders.

2018

Protests and Midterms

In response to the Trump administration’s immigrant family separation policy, MoveOn leads in organizing the Families Belong Together mobilization. Protestors in over 750 cities marched together against the policy. MoveOn runs a major grassroots electoral program during the midterms. This includes the Real Voter Voices campaign, encouraging voters to create videos about voting.

2019

New Leadership

MoveOn announces their first executive director of color, Rahan Epting, who previously worked at Service Employees International Union, Every Voice, Wellstone Action, and the Alliance For Youth Organizing.

2020

Protect the Vote

MoveOn launches a campaign to “Mobilize, Inspire, and Protect" the vote, and endorses Joe Biden for president.

2024

More Historic Endorsements

After initially running for a second term, Joe Biden suspends his campaign, uplifting Kamala Harris for the nomination. MoveOn endorses Harris within 24 hours of her launching her campaign.

2026

A New Election Plan

In early 2026, MoveOn announces an election plan targeting existing MoveOn Members who skipped voting in the 2024 election.
